Rumours of General Hung's return to Swatow continue. Meanwhile General Hsieh (Si'so) appears to be

the only person with any semblance of mthority.

This may account for the lack of demonstrations

and actual incidents.

2. The flood of propaganda and threats has increased

enormously and with heart-breaking success.

The organisation (believed directed by naabers

of the Kuo Hung Tang) is masing in its completeness, evil

guring and rapidity.

3. The whole plot has now been turned and an hostile atmosphere created against British and Japanese.

Other foreigners are being allowed to retain their House and Office staffs on the latter subscribing to the common funds but they are to be called out if my assistance of any kind is given to the British or Japanese.

Thus should a Britisher even enter another Foreigner's house that foreigner's staff is to be called out. 5. No food is allowed to Britishers and Japanese. Sempans and rickshaws are not allowed to take them and isolation is practically complete.

6. There are certain exceptions where Chinese interests are involved, ●.g., the Postmaster (a Britisher} is allowed to have one Boy and one Amah as otherwise he
